    A:  The program offers a rebate for the purchase and installation of a qualifying Electric Vehicle (EV) charger and a rebate for the installation of a dedicated EV TOU Meter (a meter dedicated to your EV charger that allows you to receive a special rate discount on energy used to charge your EV). In addition, LADWP offers an additional rebate for customers participating in LADWP’s Lifeline or EZ-SAVE Low-Income Customer Assistance Program. 

    A:  Only LADWP account holders (as shown on your LADWP bills for electricity) with an active LADWP electric meter on a residential rate plan can apply for a rebate under the program.

    However, previous program participants may not claim installation costs for chargers previously rebated by LADWP or for additional chargers installed at the same residence.

    The Residential EV Charger Rebate can be used towards the purchase or installation costs of eligible EV chargers. Eligible costs include the costs of the hardware and installation (such as labor or panels, circuit breakers and meter sockets, electrical conduits, wiring, junction boxes, disconnects, switches, and fuses). The installation must be performed by a licensed electrician in order to claim installation costs. Eligible costs also include permit costs associated with the installation of the charger.

    For the EV Meter, eligible applicants receive a flat rebate amount regardless of actual installation costs.

    *The rebate you may receive from LADWP cannot exceed your actual costs minus any financial incentives you received from third parties.

    A:  LADWP may issue a rebate for the purchase and/or installation of a qualifying charger. Participants cannot receive more than one EV charger rebate per customer of record per residence.

    LADWP may also issue one dedicated EV TOU Meter rebate per residence. Customers may apply for an EV charger rebate or a dedicated EV TOU Meter rebate or both, together or separately.

    A:  First, contact an electrician to determine the cost of potentially installing a dedicated EV TOU Meter. You may also want to ask the electrician to inspect your service for adequate capacity to supply a dedicated 240-volt circuit for your charger. Be sure to obtain an itemized quote.

    The next step is to contact an LADWP program specialist at (866) 484-0433 to discuss your rate options and evaluate the cost-effectiveness of installing a dedicated EV TOU Meter.

    After you decide how to install and meter your charger, apply for electrical service for your EV charger by completing the Residential EV Charger Request form. This will initiate the process for LADWP to install a dedicated EV TOU Meter.

    LADWP recommends that you evaluate the EV rate discount and the required installation before installing your charging station. This will avoid unnecessary expenses.

    Once your dedicated EV TOU Meter has been installed and you have confirmed eligibility by reviewing the program’s terms and conditions, complete all sections of the Residential EV Charger Rebate Program application.     EV Chargers

      A:  Chargers must:

      • Have an input voltage of 240 volts (Level 2)
      • Be certified by a nationally recognized testing laboratory (or NRTL), as recognized by the Occupational Safety and Health Administration (e.g. Underwriters Laboratories) at the time of purchase
      • Be network-capable (LAN/WLAN) (able to connect to the internet via Wi-Fi or Ethernet cable)
      • Have a SAE J1772 or SAE J3400 connector. 
      • Be new and unused at the time of purchase
      • Be purchased within 12 months of rebate application submission

      Chargers that are resold, refurbished, used, rebuilt, received from warranty insurance claims, received as a gift or won as a prize are not eligible.

      LADWP has developed LADWP has developed a Qualifying Product List to assist customers in determining eligible charger models under the Program. 

      A:  Yes. You can apply with the Tesla Wall Connector or the Tesla Universal Wall Connector.

      A:  If no wiring and conduit run is involved, then there is no need for an electrical permit when installing the replacement unit. Please submit proof of permit from the previous installation and a before and after installation picture of the charger.

      A:  The program offers a rebate on the purchase and installation of qualifying EV chargers and a rebate for the installation of a dedicated EV TOU Meter (a meter dedicated to your EV charger that allows you to receive a special EV rate discount on energy used to charge your EV).

      You will not qualify for a rebate on the purchase of the charger if you received it for free (proof of purchase is required by the program), but you may claim installation costs.

      Also, if you own a qualifying EV charger (even if you did not purchase it), you could qualify for a dedicated EV TOU Meter rebate. You will have to apply for the rebate within six months of the installation date. Other requirements apply. Please review the program’s terms and conditions for further information.

      Please note that you will not qualify for a dedicated EV TOU Meter rebate if the meter was installed at the request of a previous occupant of your current residence.

      Applying

        A:  You must apply within 12 months from the purchase date of a qualifying EV charger. If you are applying for the charger installation (i.e. received a gifted charger) or for the dedicated EV TOU Meter rebate only (i.e., without a charger rebate), you must apply within six months from the installation date of the charger or a dedicated EV TOU Meter by LADWP.

        Please note that you must first install the qualifying charger at your residence before you can apply for any of the rebates.

        2. If applying for the EV charger purchase, only: 

          Proof of EV charger purchase - PAID itemized invoice that includes:

          1. Purchase date
          2. Retailer's information
          3. EV charger make and model number
          4. Itemized EV charger cost. The cost of the EV charger must be shown separately from any other items (e.g. additional charger cables, EV accessories, etc.).
          5. Proof of payment (paid in full or zero balance) 

             

        3. If applying for installation costs for the EV charger and/or dedicated EV TOU meter: 

          Proof of EV charger and/or dedicated EV TOU Meter installation – Itemized PAID and dated invoice for installation costs that includes:

          1. The installer company name, address, electrician license number, and phone number.
          2. The LADWP service address where the EV charger is deployed.
          3. Work description for installation of EV charger and/or dedicated EV TOU meter.
          4. The EV charger make and model number that matches the device nameplate of the EV charger you installed.
          5. If the charger was supplied by the installer, the cost must be itemized separately from other items (installation labor, materials such as conduits, wiring, permit, etc.).
          6. If the charger was supplied by the installer, the invoice must state the condition of EV charger (i.e. new or used).
          7. Ineligible costs such as charger operation and maintenance costs (e.g. extended warranties, servicing contracts, EV charging network fees) must be itemized separately as they are not eligible installation costs.
          8. Proof of payment (paid in full or zero balance) 

             

        4. Proof of electrical permit(s) associated with the installation of the EV charger from Los Angeles Department of Building and Safety (LADBS) with a “Finaled” status demonstrating that you passed inspection.

           

        5. Completed and signed W-9 form (if payee is a business)

           

        6. Photos Required: Clear picture(s) in color of the following:
          1. Device nameplate for installed EV charger including serial number, model number, manufactured date and certification mark from a nationally recognized testing lab (NRTL), such as Underwriters Labs (UL) or Intertek/Electrical Testing Laboratories (ETL)
          2. Dedicated EV TOU Meter (if installed)

        A:  LADWP uses your email address to communicate status updates about your application. If we do not have your email address, we will only contact you by mail if your application is incomplete or rejected, or if approved, to send your rebate check.

        A:  LADWP will notify you when we've received your application. We will conduct a full review and determine if the application and required documents meet the program's requirements. If so, we will then process your rebate payment and send you a check in the mail, subject to available funding. Funds are available on a first-come, first-served basis.

        Installation Process

          A:  The additional incentive is available for customers participating in LADWP’s Lifeline or EZ-SAVE programs at the date of rebate application submittal. LADWP will verify the applicant’s eligibility at the time of application review and apply the rebate to qualifying applicants.

          A:  The dedicated EV TOU Meter is dedicated to your charger and will only measure the energy used to charge your EV.

          LADWP has a special rate discount (optional) for EV customers. The EV rate discount offers lower electricity rates when you charge your EV overnight on weekdays and all day on weekends, while grid utilization is lower. The EV rate discount requires installing a separate dedicated EV TOU Meter (in addition to your current house meter). Additional information can be found here.

          Terms and Conditions

            A:  A charger(s) must remain in service at the location specified on the rebate application for a minimum of six months, unless the primary LADWP electric service account (as shown in the program application) is closed during the designated six-month timeframe.

            Customers with an active LADWP electric service account failing to maintain the charger in service for six months will have to reimburse LADWP the rebate amounts received under the program.

            A:  Yes, we frequently conduct site inspections to ensure the chargers have been installed in accordance with an approved rebate application.
