Overview
Most commercial electric rates are based on the following criteria:
- Season: High season (June – September) or Low season (October – May)
- Demand: Facilities Charge based on the highest demand recorded in the last 12 months, Demand Charge based on maximum demands recorded within the applicable rating periods.
- Consumption: Amount of electricity used in each applicable rating period
If your billing read dates cross over from low season to high season, or from high to low, your costs will be prorated based on the number of billing days in each season.
All commercial rates include a monthly service charge. Some rates include additional charges (e.g. a Reactive Energy Charge) or discounts (e.g. an Electric Vehicle Discount).
How Time-of-Use Works
Time-of-Use rates are based on the time of day that you use electricity. During the base hours, when customer use is low, your price will be lower than the standard (non-Time-of-Use) commercial rate. Prices during the low peak hours are slightly higher than standard rate. In the high peak hours, the cost to supply energy is the highest, and it will cost more than the standard rate.

Electric Ordinances
For commercial customers, there are several different rate schedules.

Commercial customers having a maximum demand of less than 30 kW in the last 12 months are served under Small General Service Schedule A-1.
Primary Service Schedule A-2 is applicable to service delivered from the LADWP’s 4.8kV system and with a 30 kW demand or greater, the highest demand recorded in the last 12 months.
Subtransmission Service Schedule A-3 is applicable to service delivered from the LADWP’s 34.5kV system and with a 30 kW demand or greater, the highest demand recorded in the last 12 months.
Transmission Service Schedule A-4 is applicable to service delivered by the LADWP from 138kV or above and with a 80 MW demand or greater.
CEC Load Management Standards
The California Energy Commission (CEC) Load Management Standards require California’s large electric utilities and community choice aggregators to provide residential and commercial customers access to time-dependent electricity rates and programs designed to better align electricity demand with the availability of renewable energy resources.
