    Determine the business' required service amperage and whether the service will be overhead or underground.

    Work with your licensed electrician to determine your amperage needs. Most small commercial businesses will require 200 amps or less, but some larger small businesses with high power needs such as large A/C systems, multiple machines, and/or refrigeration may require up to 400 amps single-phase. For these small commercial jobs, LADWP will require load information for the meter spot. Please use the Service Planning Information form to submit load information. For very large businesses requiring more than 400 amps single-phase or any size three-phase, see Large Service tab above.

    Your licensed electrician will also determine whether your business will require overhead or underground service. This is normally consistent with your neighborhood and/or determined by municipal code.

    Request a Meter Spot from LADWP.

    A Meter Spot is a free service from LADWP to determine the correct placement of a new electric service panel of 400 amps single-phase or less. You can apply for your Meter Spot at any time during your construction, but framing must be complete for LADWP to perform your Meter Spot.

    An LADWP Electric Service Representative (ESR) will meet you at your site within 5-10 business days.

    An Electric Service Representative (ESR) will schedule a site visit within 5 to 10 business days and provide a sketch of the panel location. LADWP recommends you save this sketch for your records. The Los Angeles Department of Building and Safety (LADBS), who will inspect your installation, may require this document to approve the service panel.

    If requested, provide the Los Angeles Department of Building and Safety (LADBS) Inspector with panel location sketch.

    LADBS and, in some cases, LADWP will inspect your installation at completion, and LADBS may request the panel location sketch before you perform installation to avoid any unnecessary re-work.

    Install your service and electric panel.

    Your licensed electrician will install your service and electric panel.

    LADBS and, if needed, LADWP will perform inspections.

    Once your construction is complete, LADBS will inspect the overall electrical installation. In some cases such as underground service, LADWP will also inspect the service panel installation.

    Apply for your electric account and if applicable, pay for any service installation costs incurred.

    In order for LADWP to install your meter(s) in the “ON” position, you must apply for your LADWP billing account and pay for any service installation costs incurred before LADWP performs their final work at your location.     Large Service

    Are you constructing or renovating a large or a multi-family 
    building requiring more than 400 amps single-phase or 
    any three-phase service? Follow the steps below for electric service.

    Work with your licensed electrician to submit your plans to your region’s LADWP Service Planning Engineer.

    Large service installations require you to first submit plans for the electric service to your region’s LADWP Service Planning Engineer.

    The plans must include:

    • A completed Service Information Form (PDF).    
      NOTE: This form will require the location(s) future address(es). If these address(es) change at any time, let LADWP know as soon as possible to avoid service installation delays.
    • A plot plan with property lines, street(s), north arrow, building footprint, and the preferred service location.
    • A single line electrical diagram of all existing and new electric service equipment.
    • Underground service may require detailed elevation plans.

    Depending on the scope of the project, your LADWP Service Planning Engineer will provide the service design and Commitment Letter in approximately 6-12 weeks. Very large services like high-rise condominium buildings may require a custom transformer station design from the LADWP Customer Station Design Group [add link to new page for Station Design], which can take 4-6 months.

    For new or existing services requiring conduit work, transformer work, or street resurfacing on public property, charges may be incurred. Your Service Planning Engineer will calculate your charges based on your submitted plans.

    Confirm all requirements at your pre-construction meeting.

    Once your Service Planning Engineer has reviewed your plans, he or she will provide your service design, Commitment Letter, and contact information for your assigned Electric Service Representative (ESR). Contact your ESR to schedule a pre-construction meeting with your electrician and LADWP to review the service design, discuss inspection requirements, confirm the next steps to complete the installation, and sign any necessary documents.

    Obtain required permits from Los Angeles Department of Building and >Safety (LADBS).

    Your licensed electrician must obtain all relevant permits and final electrical approval from the LADBS. For more information, visit the Los Angeles Department of Building and Safety or call 311.

    Install your service infrastructure.

    Your licensed electrician installs your electric service infrastructure as detailed in your service design.

    LADBS and LADWP will inspect your installation.

    Once your construction is complete, LADBS will inspect the overall electrical installation. In some cases such as underground service, LADWP will also inspect the service panel installation. Inspection request

    Pay for any service installation costs incurred.

    Your Service Planning Engineer will send you an invoice for incurred charges and public property permitting fees. You must pay the charges before LADWP will install your meter(s) and energize service. You can pay your invoice in-person or send a check by mail as instructed on your invoice.

    Set up your LADWP billing account.

    In order for LADWP to install your meter(s) in the “ON” position, you must apply for your electric service account before LADWP performs final work at your location. Otherwise, additional days will be necessary to turn on your service. You can apply for service in-person or by phone.

    Subdivision Development

    Are you constructing or renovating a new subdivision?

    New home construction

    New housing tract projects of five or more homes are handled by the Tract Design Group. Typically, electric services in tracts will be supplied from an underground source unless otherwise specified by the tract engineer. Projects of this type take many months to design and coordinate with other agencies. To avoid delays in service, plans should be submitted to the Tract Design Group when the building plans are approved by the City of Los Angeles.

    Requests for new and upgraded services at mobile home parks are also processed by the Tract Design Group.

    Telecommunication Service Design Group

    Electric services for wireless carriers like AT&T, Sprint, Verizon, and T-Mobile are handled by the Telecommunication Service Design Group. This group of service engineers also processes service requests for cable television companies like Time Warner Cable.

    A set of electrical plans will be required for Telecommunication Service Design Engineer to begin processing a new or upgraded service request. See Customer Submittal Package checklist for the required items for electrical plans.

    Indoor Transformer Stations

    The largest electric services are handled by the Customer Station Design Group. Typically, services for high rise buildings or large industrial complexes require transformers inside the building or in a fenced area on private property.

    On-site transformer stations are designed by the Customer Station Design Group of engineers. Normally, these are services for loads above 500 KVA. Note that services supplied from pad mounted transformers or underground utility vaults and manholes on private property are handled by the Service Planning Group.
