Project Description

As part of its Water Infrastructure Improvement Program, LADWP will replace over 4 miles of aging pipeline in the Western San Fernando Valley. The original Roscoe Trunk Line was installed in 1917 and has experienced several leaks in the last few years. It ranks in the top 20 percent of the highest-risk trunk lines in LADWP’s Water system.

Crews will replace the 106-year-old pipeline – that runs along Roscoe Blvd from Mason St. to Louise Ave. – with earthquake-resistant pipe (ERDIP) and welded steel pipe. ERDIP increases resiliency during seismic events since the joints are designed to resist separation by allowing for expansion and deflection.

The extensive replacement project, referred to as Roscoe Trunk Line Unit 1 and Unit 2, will provide additional system capacity, greater system flexibility, and enhanced reliability to customers in the San Fernando Valley.

California Environmental Quality Act (CEQA)

LADWP prepared an Initial Study/Mitigated Negative Declaration (IS/MND) to analyze the potential for impacts associated with the Roscoe Trunk Line project. The IS/MND was circulated for public review in spring of 2022 and approved by the LADWP Board of Commissioners on July 12, 2020. The approval included the adoption of mitigation measures to mitigate potential environmental impacts. Construction Information

The trunk line will be installed using a combination of open trench construction and jacking, a form of tunneling. See map for details.

Roscoe Trunk Line Unit 1 is located between Mason Ave and Crebs Ave and will replace over 2-miles of pipe with 48-inch, ERDIP and welded steel pipe. Unit 1 is an 8-year project from late 2025 to late 2033.

Roscoe Trunk Line Unit 2 is located just east of Unit 1, between Crebs Ave. and Louise Ave. and will replace 2-miles of pipe with 48-inch ERDIP and welded steel pipe. Unit 2 is a 6-year project from late 2025 to late 2031.
