Julie Conboy Riley is the General Counsel for LADWP and the first woman in the department’s history to lead our legal team. Prior to this position, Julie served as Interim General Counsel since July 2022 and Supervising Attorney for the Water & Environment Group at LADWP for a decade. She began her city career as a criminal prosecutor with the City Attorney’s Office in 1999 and joined LADWP in 2001.

As legal counsel to LADWP, Julie represents the municipal utility on a variety of cutting-edge environmental matters, defends the City’s water rights, collaborates on strategies to transition to renewable power and local water sources while maintaining reliability and regulatory compliance.

She serves on the Los Angeles County Bar Environmental Law Executive Committee, Association of California Water Agencies Legal Affairs Committee and the Western Urban Water Coalition committees.

Julie earned her Bachelor of Arts degree in Journalism from California State University, Sacramento and her Juris Doctorate from UC Hastings College of Law.
