How to Get Started

Please submit the following for Telecommunications Request(s):

  1. Completed Application (second page of the Requirements for Telecommunications Requests and Procedures document) to include:
    1. Carrier name
    2. Contractor
    3. Proposed location with major cross streets
    4. Plot plan with selected location for monopole

       

  2. Feasibility Study Fee

    A non-refundable Wireless Equipment Site Engineering Study Fee of $1,500 per site must be paid at the time of the Wireless Equipment Site Request is submitted. This fee is non-refundable and intended to offset costs associated with the LADWP completing a feasibility study and preliminary design.

No site visits or preliminary approvals will be provided prior to the LADWP receiving both a completed Telecommunication Site Request Form and associate Feasibility Study Fee.
 

 

Following steps commence upon receipt of all the required information by applicant:

  1. Receipt of completed application and $1,500 feasibility study fee.
  2. Request is assigned to staff.
  3. Determination if available for licensing.
  4. Site walk, within two weeks of receipt of application.
  5. Zoning drawings forwarded to appropriate business unit(s) for review and approval.
  6. Letter of Authorization issued upon receipt of the conceptual approval from appropriate business unit(s). Additional information may be requested from the applicant at this time.
  7. Full set of drawings forwarded to appropriate business unit(s) for review and approval. Please allow four to six weeks for the review process.
  8. Once the request has been approved by the appropriate business unit(s), conditions of approval are communicated to applicant.
  9. Preparation and execution of License Agreement.
  10. Obtain approvals to counter-sign the document from Legal, General Manager, Board of Commissioners (if required), and City Council (if required).
  11. Preconstruction meeting scheduled after License Agreement is fully-executed, first year’s license fees received, and insurance requirement satisfied.

LADWP reserves the right to terminate this request at any point in time prior to final approval and signatures. LADWP will sign Letters of Authorization only after zoning drawings are conceptually approved by the appropriate business unit(s).

Guidelines

“Telecommunications Facilities” as used in these Guidelines, is defined as the mobile wireless communications services, including transmission and reception of radio communications signals, and the construction, operation, and maintenance of related communications facilities.

The Requirements for Telecommunications Request and Procedures (Telecom Package) contain the Guidelines and Application.

Auction Process

Available LADWP real properties are advertised in a local publication under its legal section. The advertisement reflects the location of the real property, size, minimum bid amount, permitted secondary land use(s), date, time, and location of the auction as well as contact information for obtaining a copy of the comprehensive Notice Inviting Bids (NIB). All auctions are held at LADWP’s John Ferraro Building, located at 111 N. Hope Street, Los Angeles, California. (If LADWP has available real properties for license and/or lease, a copy of the NIB and/or Request for Proposal will be listed within the Secondary Land Use section.)

Registration is required prior to the commencement of the auction in order to participate as a bidder. To register, bidders must bring the Affidavit to Bid at Oral Auction attached with the NIB package along with the required deposit. The amount of the deposit needed is found in the NIB. The auction is open to the public. The highest successful bidder obtains the opportunity to license or lease LADWP real property for the permitted secondary land use(s) subject to approval by the Board of Water and Power Commissioners, City Attorney’s Office, and Los Angeles City Council.
