Project Background 

The Rinaldi-Tarzana Transmission Lines 1 and 2 Upgrade Project is an important part of LADWP’s $4.5 billion Power Infrastructure Plan to accelerate the pace of replacing aging infrastructure. Installed over multiple years beginning in the 1950’s, upgrading the Rinaldi Tarzana Lines 1 and 2 is necessary to avoid power outages in the area and ensure transmission capacity complies with federally mandated power reliability standards. 

Project Description 

The Rinaldi-Tarzana Lines 1 and 2 Upgrade Project includes replacing the existing overhead circuits and modifying existing transmission towers within a 10.3-mile stretch of LADWP’s transmission line right-of-way properties. 

Construction Information 

Crews will replace the existing, aging overhead conductors, hardware-insulator assemblies, overhead ground wire, and tower foundations. They will also add one new tower and modify existing towers. Most of the work will take place within LADWP’s transmission line right-of-way. 

Construction Schedule 

Construction is scheduled to begin in April 2024 and is estimated to be completed by April 2025. 

Project work hours are expected to be from 7 a.m. to 6 p.m., Mon - Sat 

Some nighttime work is required. Hours are:

  • Sunday night - Friday morning, 12:00 a.m. - 9:00 a.m.
  • Friday night - Saturday, 10:00 p.m. to 3:00 p.m.
  • Saturday night - Sunday, 10:00 p.m. to 3:00 p.m. 

Traffic Information 

Traffic will be affected for short periods of time when crews are stringing over streets and the I-118 freeway.

Temporary tow-away/no parking signs will be posted as needed. Local driveway access will be provided.

Project Location 

The Rinaldi-Tarzana Lines 1 and 2 begin at the Rinaldi Receiving Station, located on the north side of Rinaldi Street, east of Woodley Avenue. The circuit runs west (parallel to Rinaldi Street), then south along the Los Angeles River (bypassing the Northridge Receiving Station), and on to the Tarzana Receiving Station (Southeast corner of Oxnard Street and Wilbur Avenue).
