Background
The Green Verdugo Reservoir is an LADWP drinking water storage facility located in the Sunland area of the San Fernando Valley. The reservoir is formed by an earth fill dam and was first placed in service on September 28, 1953.
The existing floating cover at the Green Verdugo Reservoir was installed in 1989 and has reached the end of its service life. As a result of damage sustained in the September 2017 La Tuna Canyon fire, the 31,000 million gallon reservoir has been taken out of service until the replacement of the floating cover and related reservoir improvements have been completed. LADWP is accelerating the project in an effort to return the reservoir to service as soon as possible. During this time, water to the area will be supplied by other LADWP facilities.
Two water quality regulations mandated by the United States Environmental Protection Agency necessitate these critical infrastructure improvements and are described as follows:
- Stage 2 Disinfectants and Disinfection Byproducts Rule (S2DDBPR)
Addressing risks from microbial pathogens, disinfectants, and/or disinfection byproducts, S2DDBPR requires compliance with new disinfection byproduct standards. - The Long Term 2 Enhanced Surface Water Treatment Rule addresses covering existing reservoirs and/or providing increased protection from microbial pathogens.
Replacement of the floating cover for Green Verdugo Reservoir is a key capital improvement project and is crucial to maintaining the reservoir’s water quality and supply reliability. Additional modifications to the reservoir’s inlet and outlet facilities will be made to improve reservoir circulation, water quality, and operations and maintenance.

Construction Details
The new floating cover will protect over 3.23 acres (140,700 square-feet) of the Green Verdugo Reservoir’s surface area. The overall project includes:
- Removal and replacement of the floating cover
- Installation of a new asphalt concrete liner, security appurtenances, and hydraulic control valves
- Modification of the inlet and outlet pipes
- Re-pavement of the reservoir road
- Construction of a new control building
Construction Schedule
November 2017 – January 2023
All construction will be confined to LADWP property within the existing Green Verdugo Reservoir Facility and will take place Monday through Friday from 7:00 AM to 4:00 PM with an occasional Saturday.
