Power New Business and Electrification (PNBE) Division is offering training sessions for contractors regarding PNBE Division’s key standards and requirements for customers to receive new and upgraded electric service and how contractors can work successfully and smoothly with PNBE Division. Participating in a training session is the first step to being listed by the Los Angeles Department of Water and Power (LADWP) as an Recognized Contractor Program (RCP) certified contractor. The RCP certification may help build and grow your business because it may help demonstrate your knowledge of the content covered in the RCP to other contractors and customers in LADWP’s service territory.
Benefits
- LADWP will maintain and post a list of certified RCP participants on its website for public viewing with the participant’s contact information so that the participant may be reached.
- Attend a training class where attendees are to have exposure to LADWP’s PNBE Division standards.
Requirements
- Contractor must apply by submitting a signed RCP Enrollment Form.
- Contractors must participate in an LADWP-sponsored training workshop to be educated on key topics for PNBE Division requirements for Tract and Mobile Home Parks and Service Planning Design, submission of PNBE Division application packages, and the inspection and approval process.
- After attending a training workshop, contractor must complete:
- At least 2 projects such that:
- Their application packages were complete and accurate.
- Projects are completed, energized, and had their meters installed in accordance with LADWP guidelines.
- The following were completed: P-drawing, Underground Conduit installation, Structure and/or Customer Station installed.
- All categories of the review by an LADWP inspection personnel were passed.
- At least 2 projects such that:
- During the certification process, contractor must consistently provide LADWP with complete and accurate project information on all PNBE Division applications and other documents, as necessary, and pass all reviews by Electric Service Representatives and related staff.
- The following is a sample checklist of what the ESRs and/or engineers will review for each project from those listed as a participant in the RCP program:
The RCP requirements may be subject to change without prior notice to contractors.
Status
Only contractors with individuals who have completed a training workshop and complied with all other program requirements will receive RCP certification status. LADWP encourages contractors to send more than one company representative to training workshops.
Contractors holding RCP certification status are held to a high standard. If a subsequent project is found to be incomplete or inaccurate by the field representative, the contractor will receive notification they are not performing at the standard required. Two subsequent unacceptable application submissions or poor reviews within a 12-month period of the first deficient, incomplete and/or inaccurate, project inspections shall place contractor in “Provisional” Recognized Contractor status. The contractor must, then, attend a second RCP workshop within 90 days of the third deficiency. Non-attendance of the workshop or a subsequent inaccurate violation after the second workshop attendance shall disqualify any contractor from continued RCP participation. LADWP will remove such contractors from the RCP, and they will not be considered for RCP participation for at least 1 year after removal.
A contractor removed from the RCP may request reinstatement at least 1 year after removal when they again meet the program requirements through completion of a new training workshop, submission of at least 3 consecutive, complete, and accurate new project applications, and submission of a new RCP Enrollment Form. Submission of an incomplete and inaccurate project will nullify any previous complete and accurate applications and will restart the 3 consecutive applications submission requirement.
Contractors may lose their RCP certification status, due to inactivity, for not submitting any PNBE Division applications during a consecutive 18-month period. Contractors who have lost their certification status due to inactivity may reapply after complying with the RCP requirements again.
LADWP, in its sole discretion, may bar a contractor from further participation in the RCP if the contractor has provided false or intentionally misleading information regarding any project.
LADWP, in its sole discretion, may bar a contractor from further participation in the RCP if the contractor violates the law and/or conducts their business in a manner detrimental to LADWP customers, LADWP and/or the RCP, including the unapproved use of the LADWP logo or name.
Contractors participating in the RCP hold no special standing or affiliation with LADWP and shall not represent themselves as agents or employees of LADWP, state or imply any contractual relationship with LADWP, or describe any special standing or other affiliation with LADWP.

disclosure by requesting parties, as required by local, state, and federal laws, including the
California Public Records Act.
