If you have an inactive (closed) LADWP account with an outstanding balance, LADWP may refer the balance to a licensed and authorized collection agency after billing notices have been issued and outreach has been made.  An inactive (closed) account is one where service has ended and a final bill has been issued. 

If your account has been referred to a collection agency, only the assigned collection agency that is handling your account can assist you with the following items:

  • Payment arrangements
  • Balance questions
  • Payment options
  • Disputes
  • Credit reporting practices*

The collection agencies noted below are the only authorized agencies who can contact customers regarding unpaid LADWP balances.

Only the agencies listed on this page are authorized to contact customers regarding unpaid LADWP balances.  Customers may receive scam calls, emails, or texts from individuals falsely claiming to represent LADWP or an authorized collection agency. To avoid scams, do not share any sensitive personal information until you have confirmed the collection agency’s identity.
LADWP will never request payment through gift cards, wire transfers, cash apps, or peer to peer payment services. 

Collection Agency Complaint

If you believe an authorized LADWP collection agency is not complying with applicable laws, you may file a complaint with the following agencies:

  • Consumer Financial Protection Bureau (CFPB)
  • California Department of Financial Protection and Innovation (DFPI)
  • Federal Trade Commission (FTC)
