As part of the City of Los Angeles’ effort to decarbonize all new buildings, LADWP has launched the High-performance, Optimized, Modern Electrification for Los Angeles (HOME LA) pilot program to provide residential and multifamily low-rise (three stories and below) property owners financial incentives for building all-electric. Building all-electric can help reduce costs, lessen environmental impacts, and improve indoor air quality and safety in homes. 

 

Eligibility Requirements

At this time, participation is limited to property owners rebuilding homes substantially damaged or destroyed by the January 2025 Palisades, Hurst, Kenneth, Archer and Sunset Wildfires. Program will be expanded to additional participation as resources become available. 

HOME LA participants and projects must meet the following requirements to be eligible for incentives:

  • Must be a residential or multifamily low-rise major renovation or new construction project in LADWP service territory, affected by the January 2025 Palisades, Hurst, Kenneth, Archer and Sunset Wildfires
  • Projects not completed within 48 months of LADWP approval may be cancelled and reserved funds returned to the program fund
  • Projects must meet all other HOME LA requirements as specified in the program application

Whole Home

Receive bundled incentives for building all-electric, must include electric only space heating and cooling (HVAC), water heating, cooking and clothes drying. All-electric is defined as electric-only systems – no natural gas.

Bonus Measures

Property owners and developers applying for the Whole Home Electrification Measure Package may also be eligible for additional incentives to enhance home resiliency.

Customers completing all required whole home electrification measures through HOME LA’s Express path may also qualify if all end use measures (i.e., water heating, space heating, cooking, and laundry) are completed.

Prior to completing the application documents, review the New Construction Incentive Programs Terms and Conditions and eligibility requirements to determine if you qualify.

All projects require LADWP approval prior to the start of construction or installation of any new equipment. You must prepare and submit an application package to reserve funds.
