No application necessary to receive State of California relief funds

The State of California has created two relief programs to assist some customers who fell behind on their utility bills due to the COVID-19 pandemic:

  1. California Arrearage Payment Program (CAPP)

  2. California Water and Wastewater Arrearage Payment Program (CWWAPP)

LADWP has received nearly $385 million in state funds and has applied for additional assistance funds that we estimate will bring support to approximately 450,000 LADWP customers. The funds are applied as automatic credits to eligible customers’ bills. Distribution of the credits has already begun. Eligible customers will see the amount on their utility bill or by logging into their online LADWP account.

These bill credits will address customer debt accumulated between March 2020 to December 2022. To address any remaining past due balance, we recommend you explore your options through available LADWP and non-LADWP debt relief programs.

In addition to the CAPP and CWWAPP programs, the programs below are available to qualified LADWP customers to help pay their utility bill.

1. LIHWAP 
Low Income Household Water Assistance Program
LIHWAP assists with residential water utility costs for low-income Californians. California was allocated $116 million in one-time federal funding to provide this assistance.

2. Housing is Key 
Rent and Utility Assistance Program
Rent and past-due utility bills assistance for tenants that meet income requirements.

3. LIHEAP 
Low-Income Household Energy Assistance Program
LIHEAP helps low-income households who pay a high portion of their income on energy bills. This program recently received nearly $500 million in new federal funding.
