Virtual NOP Scoping Open House

Operation NEXT Program and Hyperion 2035 Program (collectively, the Program) is undergoing environmental review with a Notice of Preparation (NOP) in accordance with California Environmental Quality Act (CEQA). The purpose of CEQA is to inform the public and decision makers about potential significant impacts of a project, and ways impacts can be mitigated or avoided, before the project is considered for approval.

The City of Los Angeles is the CEQA lead agency represented by the Los Angeles Department of Water and Power (LADWP) and Los Angeles Sanitation and Environment (LASAN) as joint partners. The NOP notifies interested parties that the City is preparing a Program Environmental Impact Report (PEIR) to evaluate environmental impacts of the proposed Program. At this stage of the Program, environmental review will be conducted at the programmatic level, and as the City moves forward with more detailed design information for the various components of the Program, future project-specific CEQA review may be required. Additional CEQA outreach will be conducted for any future project-specific PEIRs. The purpose of this NOP scoping period is to obtain input from the public and agencies on the environmental issues to be evaluated in the PEIR.

How to Participate in Public Scoping

The Virtual NOP Scoping Period is March 15– April 14, 2021. Scoping materials will be available online for the duration of the NOP Scoping Period.

Update: The NOP Public Comment Period is closed. The next opportunity for comment will be when the Draft PEIR is released for public review, currently anticipated to be in Spring 2024.


 

Public Comment

PLEASE NOTE: The City’s practice is to make the entirety of comments received a part of the public record. Therefore names, home addresses, home phone numbers, and email addresses of commenters, if included in the response, will be made part of the record available for public review. Individual commenters may request that the City withhold their name and/or home addresses, etc., but if you wish the City to consider withholding this information you must state this prominently at the beginning of your comments. In the absence of this written request, this information will be made part of the record for public review. The City will always make submissions from organizations or businesses, and from individuals identifying themselves as representatives of, or officials of, organizations or businesses, available for public inspection in their entirety.
