In an effort to foster citizen participation and increase responsiveness to local needs, LADWP has approved a memorandum of understanding with certified neighborhood councils.

MOU Notifications
As outlined in the MOU, LADWP will provide notifications of significant matters or proposed actions by the Board of Water and Power Commission. Such actions include, but are not limited to, major policies or programs; changes in major policies or programs; significant projects, such as those requiring environmental impact documents; the upcoming fiscal year draft budget; and any proposed rate action.

LADWP STRENGTHENS WATER USE ORDINANCE TO ENCOURAGE CONSERVATION

The LADWP Board of Commissioners has approved revisions to the existing Water Conservation Ordinance to discourage water waste by expanding prohibited uses of water and increasing the penalties for violations.

Monetary fines for residential customers would be doubled from $50 for a first offense to $100, and quadrupled from $50 to $200 for large customers, including businesses, with meters two inches and larger.

A phased approach is being utilized for prohibited uses, allowing the Department to expand phases depending on the severity of water supply conditions. Phase I seeks compliance of prohibited uses and requirements and will be permanent and enforceable 24 hours a day throughout the year. Subsequent phases can be implemented based on an assessment of the City’s water supply by the Board.

The prohibited uses and requirements will be as follows:

Prohibited Uses
: water hosing to rinse paved surfaces; decorative fountains or ponds without water recirculation; unrequested water service to restaurant customers; landscape irrigation runoff to pavement; washing vehicles without a water shutoff device; landscape irrigation between the hours of 9 a.m. and 4 p.m. year-around; landscape irrigation during rain; single-pass cooling systems in new buildings;

Requirements
: requiring maintenance of leaky pipes on facilities; requiring limiting sprinkler irrigation cycle times to 10 or 15 minutes; requiring new car washes and laundry systems to use water recirculating systems; requiring daily towel and linen laundering service at hotels and motels to be optional; requiring use of rain sensors on irrigation systems at parks and open fields.

Enforcement will be administered utilizing the Department’s Droughtbuster Team which has been monitoring wasteful water practices and educating customers throughout the City during the past year. The Droughtbusters will issue citations, with warnings for first time offenders and issuance of fines for repeat offenders. Fines will appear as a charge on the customer’s DWP bill and appeals will follow an administrative process, with final appeal to the LADWP Board.

LADWP INVITES NEIGHBORHOOD COUNCILS TO LA AQUEDUCT/OWENS VALLEY TOURS

SECURING L.A.'S WATER SUPPLY –
20-YEAR PLAN ANNOUNCED BY MAYOR ANTONIO VILLARAIGOSA AND LADWP

On May 15, 2008, Mayor Antonio Villaraigosa, along with LADWP General Manager and CEO David Nahai, announced a 20-year plan to address the City’s immediate, as well as long-term, water demand.

The plan addresses short term conservation solutions such as enforcement and expansion of water restrictions, public outreach and regional coordination; long-term conservation solutions include a residential “smart-sprinkler” program for landscape irrigation, residential and business rebate programs, and design and retro-fitting of City facilities including parks and buildings to increase conservation.

The other major elements of the plan are the development of a recycled water program to increase levels for groundwater replenishment, and further increasing of the groundwater supply in the San Fernando Basin aquifer through measures including retrofit and expansion of the Big Tujunga Dam.

LADWP INVITES NEIGHBORHOOD COUNCILS TO ATTEND THE 2008 LINEMAN'S RODEO

The Los Angeles Department of Water & Power and I.B.E.W. Local 18 welcome the Neighborhood Councils to attend the 2008 Los Angeles Lineman's Rodeo on Saturday, May 17, 2008 from 8:00 a.m. to 3:00 p.m. at the LADWP Power Distribution Training Center, 11760 Truesdale Street, Sun Valley, CA 91352, off Glenoaks Boulevard between Sheldon and Branford Streets

The Lineman's Rodeo is a competition where teams of journeyman and apprentice electrical distribution mechanics, from LADWP and other utilities, exhibit their skills and knowledge in events based on tasks that are routinely performed everyday in the course of their difficult work.

The events are a test of competitor strength, technique, agility, patience, mental and physical endurance, technical knowledge, safety skills and teamwork, qualities which enable these highly trained craftsmen to keep the power flowing to LADWP customers under all types of adverse conditions such as storms, heat waves, fires and earthquakes.

Among the events presented will be pole climbing competitions, hurtman rescues, cross-arm change outs, jumper installations and temporary service installations. The competition includes teams from Arizona, Nevada, Southern California Edison, San Diego and other surrounding cities.

As a specially invited attendee, you'll get to meet and talk to these dedicated professionals and see first-hand and up-close what it takes to succeed in this extremely demanding and hazardous profession. Plenty of great food, refreshments and children's activities as well as musical entertainment will be available. Bring your cameras!

LADWP RATE CALCULATOR NOW ONLINE FOR NEIGHBORHOOD COUNCILS

A revised residential electric rate calculator is now available below:

The calculator is easy to use and projects rates through July 2009, taking into account the proposed tiered rate structure that may be implemented this summer. The proposed temperature zones are based on the Los Angeles microclimate study performed by the UCLA Department of Atmospheric Studies.

To calculate your potential bill, simply input the kilowatt hour amount shown on your LADWP bill into the field indicated on the calculator for either Zone 1 or Zone 2.  Clicking on the tabs at the bottom of the calculator will take you to more detailed breakdowns for your specific circumstances.

LADWP ELECTRIC RATE RESTRUCTURING PROPOSAL

On December 5, 2007 the Los Angeles City Council returned the Electric Rate Restructuring Proposal to the Board of Water and Power Commissioners requesting LADWP to “develop a power rate restructuring formula that charges ratepayers throughout the City on an equitable basis regardless of the region of the City that they reside or conduct business in”.  In consideration of the City Council’s request, LADWP will present a modified package for information only to its Board on April 15, 2008.

Local MOU Notification

ENVIRONMENTAL IMPACT REPORT – RIVER SUPPLY CONDUIT IMPROVEMENT UPPER REACH WATER PROJECT — EAST VALLEY AREA

LADWP proposes to construct a new larger Upper Reach pipeline to replace the existing 50-year old River Supply Conduit (RSC) pipeline in a new alignment. The existing pipeline’s reliability and capacity are near its design life limits.

The project objectives are to install a new water pipeline with supporting facilities in a new alignment; allow for maximum operational capacity, flexibility and reliability; design and construct the pipeline using the latest technology and methods available; and meet or exceed current government codes and regulations.

The project would include construction of approximately 5.92 miles of 78-inch diameter welded steel underground pipeline, with the construction occurring within existing street rights-of-way, LADWP property and existing easements such as the Whitnall Highway and the Headworks Spreading Grounds, new easements, and recreation areas within the City of Burbank and the City of Los Angeles. Construction will also include appurtenant structures such as access holes, flow meters, valves and vaults.

LADWP has prepared a Draft Environmental Impact Report (EIR) for the project focusing on potential impacts to noise and vibration, traffic, air quality, recreation geology and hydrogeology.

LADWP CEO/GM DAVID NAHAI KEYNOTE SPEAKER AT CITYWIDE ALLIANCE OF NEIGHBORHOOD COUNCILS MARCH 22, 2008 MEETING

WATER MAIN BREAK IN CHATSWORTH AREA -
WEST SAN FERNANDO VALLEY

LADWP Water Distribution Division West Valley District has reported a break in a 12" water main in the 9600 block of Canoga Avenue north of Plummer Street, in Chatsworth. LADWP Water Crews responded to the incident and are at the location to make repairs.

Canoga Avenue is closed to traffic between Plummer Street and Owensmouth Avenue. Estimated time of repair and restoration is late this afternoon, possibly by 4:00 p.m.

The area is mostly industrial and ten services and three fire hydrants have been affected at this time.

LADWP GENERAL MANAGER’S LETTER TO NEIGHBORHOOD COUNCIL MOU OVERSIGHT COMMITTEE CHAIRPERSON

On February 12, 2008, LADWP CEO and General Manager H. David Nahai sent a letter to the Chairperson of the Neighborhood Council MOU Oversight Committee (OSC), urging rescission of the OSC’s January 5, 2008 resolution. The OSC resolution calls for postponement of City Council action on the 2007-08 rate proposals until the City’s Industrial, Economic and Administrative Survey of the Department is completed.

LADWP WATER SYSTEM PROPOSED PROJECT -- MONO GATE ONE DIVERSION FACILITY UPGRADE – MONO COUNTY CALIFORNIA

The City of Los Angeles Department of Water and Power (LADWP) is proposing the upgrade and modification of the existing weir structure at Mono Gate One to meet latest requirements and improve functionality through installation of up-to-date monitoring, communication and control technology. LADWP has prepared an Initial Study/Mitigated Negative Declaration (IS/MND) to evaluate the potential environmental effects of the proposed project, which is located in southwest Mono County near Mono Lake.

The proposed project will result in the following:

• improve the structural integrity of the Mono Gate One Diversion facility;
• allow for better flow control and measurements from the Grant Reservoir to Lower Rush Creek and Mono Craters Tunnel; and
• allow for better communications, flow monitoring and flow control between the Mono Gate One facility and LADWP’s Bishop facilities.

MOU Local Notification

LADWP WATER SYSTEM RIVER SUPPLY CONDUIT LOWER REACH PROJECT – GRIFFITH PARK AREA

The River Supply Conduit Improvement - Lower Reach Project (RSCLR) is the first of two projects to replace a major water transmission pipeline built in the 1940’s which is responsible for transporting large quantities of water to the central areas of the City.

This project will begin at the Headworks Spreading Grounds site, located near Griffith Park at Forest Lawn Drive west of Zoo Drive, and end at the Ivanhoe Reservoir, near Tesla Avenue and West Silver Lake Drive.

The project will replace approximately 30,000 feet of the southern half, or Lower Reach, of the existing RSC with a larger pipe varying in diameter from 48 inches to 96 inches, and supporting facilities in a new alignment. The improvements will address the following issues:

• increased water consumption – The pipeline will be upsized to accommodate future demands;
• reliability – The new pipe replaces an aging water transmission line (concrete pipe) which has been subject to several leaks;
• water pressures – The new RSC will be designed to provide higher water pressures to customers and to distribution facilities such as pump stations;
• water quality regulations – LADWP is to comply with two upcoming Environmental Protection Agency (EPA) water quality regulations: the Stage 2 Disinfection By-Products Rule and the Long Term 2 Enhanced Surface Water Treatment Rule. In doing so, LADWP is planning to change disinfectants from chlorine to chloramines, and to cover and/or bypass all remaining open reservoirs.

By improving the capacity and reliability of water distribution, the RSC Improvement Project will assist in facilitating this major change to the operation of the City’s water system.

LADWP WATER SYSTEM PROPOSED CONSTRUCTION PROJECT -- REDMONT PUMP STATION -- SUNLAND AREA

The City of Los Angeles Department of Water and Power (LADWP) is proposing to replace the existing Redmont Pump Station, located at 10503 Redmont Avenue in the City of Los Angeles community of Sunland, with a new pump station, located at 10709 North Tujunga Canyon Boulevard, also in the community of Sunland. As the Lead Agency under the California Environmental Quality Act (CEQA), the LADWP has prepared an Initial Study/Mitigated Negative Declaration (IS/MND) which evaluates the potential environmental effects of the proposed project.

Under the proposed project, the LADWP would: (1) construct and operate a new water pump station to replace the existing Redmont Pump Station; (2) construct and operate two new underground water pipelines; and, (3) remove the existing Redmont Pump Station upon completion of the replacement pump station and its associated pipelines.

NOTIFICATION NO. 2 - LADWP LOW INCOME REFRIGERATOR EXCHANGE PROGRAM (LIREP) CONTINUING OUTREACH THROUGH NEIGHBORHOOD COUNCILS

The LADWP refrigerator exchange program for Low-income and Lifeline customers has provided 25,000 new refrigerators free of charge to date. Qualifying customers have been notified by mail, and a second round of mailings is in progress.

With half of the 50,000 refrigerators still to be distributed, LADWP takes this opportunity to collaborate with Neighborhood Councils to extend the outreach and raise awareness of the program for qualifying customers in their communities.

Bilingual Spanish-English flyers have been provided to the DONE Project Coordinators to distribute at monthly NC Board meetings and other NC events. Ads are being placed in local community publications including Korean, Chinese and Spanish language outlets. Placard ads are also being planned for placement in public transportation.

Statement on Silver Lake and Elysian Reservoir Bromate Issue
December 14, 2007

Snapshot

The LADWP recently discovered bromate at unusually high levels in Silver Lake and Elysian reservoirs, which are part of the LADWP water distribution system.  The level of bromate in the reservoirs, if allowed to continue and be served to our customers, could result in the Department exceeding the acceptable drinking water standard.  As a result, the reservoirs were immediately isolated and the water contained in them is not being served to our customers.  There is no immediate health risk.  The Department is working closely with the California Department of Public Health to investigate the problem and has since changed its operations to prevent a repeat of its occurrence.  All water being served to our customers continues to meet all public health standards.  The water contained in the reservoirs will be used only for non-potable purposes; the remainder will be disposed.

Background

Upon notification from a laboratory performing tests for one of our commercial customers, LADWP water quality staff confirmed the presence of unacceptably high level of bromate in Silver Lake and Elysian reservoirs.  As a result, water system personnel immediately removed the reservoirs from service.   Water quality staff also immediately tested the other three open distribution reservoirs for bromate.  Those tests came back negative.

The LADWP tests for bromate along with hundreds of other chemical constituents in accordance with California Department of Public Health testing protocols.  It is a known carcinogen, with adverse health effects possible only after long-term exposure and testing standards and protocols are set by state and federal authorities.  Bromate is known by public health officials and water quality experts to form in public water systems when water containing naturally occurring bromide is purified using ozone, a method typically used at filtration plants.  Since it can form as part of the purification process, it is known as a "disinfection by-product".  In the case of Silver Lake and Elysian reservoirs, which are filled with water treated at the LA Aqueduct filtration plant, bromate formed unexpectedly when the water in the reservoir combined with groundwater, was treated with chlorine, and exposed to sunlight.  This is the first time an occurrence like this has ever been observed.  In response, staff moved swiftly to isolate the reservoirs.  In fact, LADWP was commended by the California Department of Public Health for its quick action (see: CDPH Letter Re: Bromate Formation) and all steps have been undertaken in consultation with the Health Department.

Removing the reservoirs from service has had no adverse impact on water supply due to lower seasonal demand during the fall and winter months.  This flexibility has allowed water quality and water operations staff the time to understand how this unprecedented formation occurred, change operations to prevent a recurrence, and evaluate all options for remediation, including whether the water in the reservoirs could be filtered or treated to acceptable drinking water standards. 

After a thorough review of all available technology, and in consultation with LADWP General Manager David Nahai, the Department feels it is in the best interest of the public to identify only non-potable uses for the water contained in the reservoirs and to dispose of the remainder.  This course of action is recommended in an abundance of caution, cognizant of the importance of customer confidence in the safety of our drinking water.  Staff plans on spending additional time evaluating the feasibility of methods to beneficially use the water and will proceed with draining in early 2008.  After draining the reservoirs the LADWP will take the opportunity to thoroughly clean both before returning them to service.  This action is expected to take 3 - 4 months, with the reservoirs returning to service in time to ensure system flexibility during the higher demand summer months.

The LADWP will outreach to neighbors living in the vicinity of the reservoirs to inform them of our plans and keep them apprised of our progress.  We will also remain in close consultation with the affected City Council district Members, their staff and area Neighborhood Councils.

NOTIFICATION NO. 1 – STATUS OF WATER MAIN VALVE BREAK – STUDIO CITY COLDWATER CANYON LOCATION

A water leak was reported to LADWP early this morning in the Studio City area of Los Angeles near Coldwater Canyon Avenue between Mulholland Drive and Ventura Boulevard. LADWP crews located the source, a four-inch valve which had failed, on a 26-inch water main line on a hillside near the intersection of Coldwater and Mulholland

The water caused the hillside to become unstable and to come down. A large amount of soil and debris went into the nearby backyard and swimming pool of a local residence and additional debris also went onto the street. However, reports that residences were flooded were unsubstantiated.

The water main was shut off at 6:45 a.m., the broken valve replaced at 7:45a.m. and the main was placed in service by approximately 9:00 a.m. Public Works Street Services cleared the debris and as of 2:00 p.m., Coldwater Canyon has been opened to traffic.

Due to the possibility of dust, "Reduce Speed to 25 MPH" signs have been placed. Public Works Street Maintenance Division will have a sweeper monitoring and sweeping the location until nightfall. The location will be monitored and routinely swept this week.

RELATED POWER OUTAGES FOLLOW-UP REPORT

Power was restored to approximately 18,000 customers who were affected by a storm which passed through the Los Angeles area on Friday into Saturday, December 7 and 8.

Areas mainly impacted by outages included parts of Playa Del Rey, Korea Town, Los Angeles, South Los Angeles and Hyde Park.

Approximately 26 crews were in the field working to restore power

Former LADWP Board President Brings Strong Environmental Record and Leadership Experience to the Job

LOS ANGELES - H. David Nahai, the former President of the LADWP Board of Commissioners, has been appointed today as LADWP general manager by the Board of Commissioners, effective Dec. 1, 2007. He will begin work on Dec. 1, 2007 as the temporary general manager of the Department pending confirmation by the City Council and Mayor.

Nahai, who was nominated by Mayor Villaraigosa during an Oct. 29 press conference, is expected to lead LADWP on an ambitious path to modernize the utility's infrastructure and reduce its contribution to global warming.

"During his two years on the Board of Water and Power Commissioners, David has proven himself to be a visionary who is highly qualified to lead LADWP's transition to becoming a much greener utility," said Board President Nick Patsaourous. "I believe he has the necessary experience, knowledge of the Department, and personal convictions to carry out the environmental policies and fiscally responsible practices that will best serve the ratepayers of Los Angeles."

Nahai was appointed by Mayor Villaraigosa to the Board in September 2005 and elected both Vice President and President by his fellow commissioners. As President, Nahai led the effort to increase the Department's use of renewable energy sources. Since 2005, LADWP has nearly tripled its renewable energy portfolio from 3 percent to 8 percent, and the Department is on track to reach its ultimate goals of 20 percent by 2010 and 35 percent by 2020.

"I am very honored to receive this appointment and to serve the people of Los Angeles in leading the LADWP to become the cleanest and greenest big city in America," Nahai said. "Along with making this the greenest utility in the nation, my goals are to increase the sustainability of our water and power supplies, modernize the utility's aging infrastructure to ensure high-quality, reliable water and power services, and develop a fiscal accountability program to protect the ratepayers."

While serving on the Board, Nahai led the effort to audit six divisions within the Department (including procurement, custodial, security, and equal employment opportunity) that resulted in the implementation of new and modern management practices. An overhaul of the LA DWP's contracting practices is also underway to ensure no contract is awarded unless it is in the best interest of the ratepayers. Nahai also spearheaded efforts to expedite reviews of personnel complaints. Nahai and the Board of Commissioners have also begun to cut wasteful spending from the Department's budget. Hearings were held to cut spending from last year's budget and redirect money this year to fund the top priority of modernization.

Nahai, an attorney, began his career in the private sector close to three decades ago working at some of the nation's largest and most respected law firms. For twenty of those years, he served as a partner or president, allowing him to hone his legal and financial skills, and earning him a reputation as a tough fiscal manager.

Nahai is widely recognized throughout California as a leading expert in water issues. With over ten years on the state's Regional Water Quality Control Board, Nahai has been charged with safeguarding the quality of surface, ground and coastal waters while covering a jurisdiction of 11 million residents in Los Angeles and Ventura Counties.

At the Water Quality Board, Nahai served under both Democratic and Republican administrations first being appointed by Governor Pete Wilson, then re-appointed by both Governor Gray Davis and Governor Arnold Schwarzenegger. Nahai was elected by his peers to an unprecedented four terms as Chairman of the Board in 1999, 2000, 2001 and 2006. Nahai expects to announce his resignation from the Regional Board shortly.

Nahai has been the recipient of numerous awards and commendations. In 2003, he received the Environmental Champion Award from the Los Angeles League of Conservation Voters and was twice honored for community leadership.

The Board set Nahai's salary at a rate of $310,000 annually. His bio follows below.

H. David Nahai

H. David Nahai was appointed to the Board of Water and Power Commissioners by Mayor Antonio R. Villaraigosa and confirmed by the Los Angeles City Council on September 23, 2005. Commissioner Nahai was elected President and Vice-President of the Board. He resigned from the Board on October 26.

Nahai was the President of Nahai Law Corporation, a Century City law firm, specializing in real estate, corporate, environmental and commercial law. He divested his interest in the firm on October 31. Nahai holds graduate and post-graduate degrees in law from the London School of Economics and the University of California (Berkeley) and was a Visiting Scholar at U.C. Berkeley.

Nahai serves as a member of the Regional Water Quality Control Board. He has served three terms on the board since his appointment in 1997. He was elected Chairman of the Commission in 1999, 2000, 2001 and 2006, serving an unprecedented four terms as Chairman. During Nahai's tenure as Chairman, the Regional Board was awarded the Environmental Leadership Award by Keep California Beautiful, in recognition of the Regional Board's work in the area of urban run-off pollution. More recently, the UCLA Institute of the Environment awarded the Regional Board an "A" grade for its efforts in this area.

Nahai also serves on the Santa Monica Bay Restoration Commission, and is currently its Vice-Chairman. Additionally, Nahai is Vice President of the Board of the California League of Conservation Voters.

Nahai has been the recipient of numerous awards and commendations. In 2003, he received the Environmental Champion Award from the Los Angeles League of Conservation Voters. He has been twice honored for community leadership. Nahai is Chairman of the Bnai Zion Foundation and sits on the Boards of numerous charities, including the Jewish Federation of Los Angeles, the Iranian American Jewish Federation, the Jewish Community Foundation, and the Magbit Foundation. He is also a member of the Major Donors Committee of the Jewish National Fund. Nahai is a Director of Security Pacific Bank and serves on its Executive Committee.

LADWP is currently embarking on an evaluation effort to explore and pilot test seawater desalination technologies.

This technology testing effort is designed to study the feasibility of various seawater treatment technologies that are currently available and will pilot test the selected technologies over an 18-month period. The pilot testing site will be located within the Scattergood Power Generation facility in Playa Del Rey, California.

On Tuesday, October 2, 2007, following four months of intensive scrutiny and public workshops, the LADWP Board of Water and Power Commissioners, at its regular meeting, approved a series of water and electric revenue adjustments, and an electric rate restructuring that provides historic investments in aging water and electrical infrastructure to enhance reliability, while protecting customers from volatile rate swings and adding protection for low-income and lifeline customers.

LADWP REQUESTS NEIGHBORHOOD COUNCIL BOARD RESOLUTIONS ON 2007-08 PROPOSED REVENUE INCREASES & RATE MODERNIZATION

The 120-day Neighborhood Council review period for the 2007-08 Proposed Revenue Increases & Rate Modernization, which commenced on June 5, 2007 with the LADWP General Manager’s presentation to the Board of Water and Power Commissioners (the Board), will end on Tuesday, October 2 when the proposals are presented to the Board for consideration.

However, if your Neighborhood Council Board does not have a meeting scheduled before October 2, LADWP encourages all Neighborhood Council Boards to continue to consider and act on the proposed recommendations and to forward those actions, in the form of a board resolution, to the office of the LADWP Neighborhood Council Liaison.

Those resolutions submitted by the Neighborhood Councils to LADWP will be compiled as part of the official record of each Neighborhood Council’s input on the proposed rate actions and considered in the final decision and action of the Board. The resolutions received by LADWP will also be posted on the LADWP NC webpage.

Please note that once the LADWP Board has acted on the 2007-08 Proposed Rate Actions, the item will then be sent to the City Council for consideration. At that time a Council File Number will be assigned to the item and NCs will have the opportunity to provide additional input to the Energy and Environment Committee and City Council following the established Council protocols.

LADWP REQUESTS NEIGHBORHOOD COUNCIL BOARD RESOLUTIONS ON 2007-08 PROPOSED REVENUE INCREASES & RATE MODERNIZATION

The LADWP public outreach meetings on the LADWP 2007-08 Proposed Revenue Increases & Rate Modernization were concluded on August 23rd with the LADWP and Huron Consulting Group meeting for Valley Area stakeholders.

Many of the NC meeting participants have developed an increased level of understanding of the LADWP budget, core businesses and strategic goals as a result of their involvement and dedication to the development of the NC/LADWP MOU and the ongoing partnership with the Department. This level of understanding enhanced the dialogue and facilitated the discussions that took place in the course of the outreach.

Special thanks are extended to the MOU Oversight Committee, its Chairperson and Committee members for their time and effort devoted to working with the Department to ensure a thorough and candid discussion of the issues.

LADWP POWERS UP FOR HOT SUMMER
ENERGY CONSERVATION TIPS AND PROGRAMS
TO CUT COSTS AND CONSERVE ENERGY

In a presentation today to the City Council Energy and Environment Committee, LADWP General Manager Ron Deaton described a series of immediate actions that were taken following the record-setting July 2006 Heat Storm, along with electric system repairs, upgrades and preparations made during the past year. In addition, he outlined a long-term Power Reliability Program that provides a blueprint for ensuring continued reliable energy service for future generations of Los Angeles residents.

Among the short-term repairs and prevention measures since the heat storm, LADWP has replaced or upgraded 3,000 distribution transformers, and repaired over 360 temporary and open circuits. In addition, LADWP has reviewed the condition and load factor associated with every residential transformer that has had any type of problem during the past year. In many cases, additional or higher capacity transformers were installed to better handle overloads.

To be ready for this summer, LADWP has purchased 3,000 transformers and plans to keep at least 2,000 in stock (a year’s supply) at all times. After studying patterns of residential energy usage, LADWP also determined that the Department will purchase future transformers with new specifications to better handle overloads, to run cooler, and to last longer. The new transformers are built with a temperature gauge that can be read by inspectors on the ground to better monitor their condition and detect overheating earlier.

To maintain and improve reliability long-term, LADWP will implement the Power Reliability Program through a two-pronged approach—rebuilding infrastructure and proactive maintenance—and will invest more than $1 billion in the program over the next 5 to 15 years. LADWP officials have proposed funding the program through a power reliability surcharge that would add $1.75 per month to their monthly bill.
