Feed-in Tariff (FiT) Program

The FiT program allows property owners and developers to sell the output of local eligible renewable energy projects directly to LADWP (as opposed to consuming the energy onsite to satisfy the customer’s load).

We are pleased to announce that a new carport and canopy incentive has been approved by the LADWP Board of Commissioners and will begin accepting new applications on May 29, 2023.

FiT Applicants may be eligible to take advantage of federal funding through the Inflation Reduction Act (IRA). Applicants should consult a tax consultant to determine IRA eligibility requirements, which may include enhancements for projects using prevailing wage labor and those in certain environmental justice communities. Applications received will be evaluated on a first-come, first-served basis.

How the Program Works

LADWP will purchase energy, for a term not exceeding 20 years, from projects via a Standard Offer Power Purchase Agreement at a set price dependent on system size and location. This price includes all energy, capacity rights, and environmental attributes associated with the project.

This program generates local renewable capacity through a public-private partnership while helping LADWP achieve Renewable Portfolio Standard mandates.

How to Apply

The Feed-in Tariff program requires completed hard copy application packages. Please download and print the FiT program application package. Complete the application package and mail it to our LADWP office. Access to the documents can be found below.

The FiT Guidelines provide background information and procedures for participation in LADWP’s FiT program. It is strongly recommended that all applicants familiarize themselves with the FiT guidelines before applying to the program.

 Contract Documents

LADWP will purchase energy from Eligible Renewable Energy Resources under a long-term Standard Offer Power Purchase Agreement, up to twenty years in duration. Applicants must also submit an Interconnection Agreement along with Supplier Contract Data and Business Compliance Forms for contract execution.

    The program is open to applicants who meet the following qualifications:

    •  Application and supplementary forms must be completed as requested.
    • Appropriate fees and deposits are submitted.
    • Project development team includes at least one member that has developed one or more similar projects in either the LADWP or Southern California Edison territories.
    • Applicant is able to demonstrate site control over proposed site.
    • Proposed project is located within the LADWP service territory.

    LADWP offers a Stand-Alone Integration Study available for all developers that will inform developers of the following:

    • Voltage at the point of interconnection
    • Overhead or Underground service
    • Hosting capacity
    • Approximate distance of line extension to reach the project site
    • General vicinity of interconnection point

    More details can be found in the FiT Program Guidelines on page 13, Section 4.1. The fee for this study is $1,000 for projects up to and including 500 kW, $2,000 for projects above 500 kW and up to and including 3 MW, and $3,250 for projects above 3 MW.

    No. The new FiT program approved by the Water & Power Commissioners on 9/24/2019 and all details associated with it will only affect and apply to new applications after the new FiT Program launch date.
     

    Yes. However, you will need to resubmit complete applications (including applicable fees) and successfully secure the necessary capacity pending availability in the program. There is no guarantee you will receive your project’s capacity – all capacity under the FiT program is treated equally on a first-come, first-served basis. Please keep in mind that if an existing contract has been processed, then all fees, including the Developmental Security Deposit, will be forfeited if the existing project is cancelled.
     

    When you submit an application for a FiT project, you must include the application fee of $500, $1,000, or $1,500, the integration study fee of $750, $1,500, or $2,500, depending on project size, and the interconnection study fee of $1500. Once the interconnection study is complete you will be billed 10 percent of the interconnection cost. Prior to contract execution, you will need to pay a Development Security Deposit in the amount of $50/kW CEC-AC within 20 business days following notification of interconnection cost estimates. This deposit is held as performance security until certain milestones and operational dates are met, at which point it is refunded through written request.

    For all projects you can either sign a contract for 20 years, or sign a contract for 10 years with the option to extend up to 10 more years in one-year increments.
     

    LADWP cannot make any guarantees on which applications will be chosen; applications will be awarded solely on a first-come, first-served basis. It is highly recommended you submit your application as soon as you can to the Vendor Liaison Center (VLC). Please ensure that your application is complete, as incomplete applications will not reserve capacity until made complete.

    Yes. If you apply for FiT but the capacity is currently full, your project will be placed on a waitlist. Should more capacity become available it will be given to those on the waitlist in the order the applications were received. LADWP makes no guarantees if or when more capacity will become available once the existing capacity is fully allocated.
